GCA Framework FAQs
If you have a Question? We are here to help!
What is the Government Commercial Agency Framework?
The Government Commercial Agency (GCA) RM6376 Supply Teachers and Education Recruitment Services Framework (formerly the Crown Commercial Service framework) is a government-approved procurement agreement that enables schools, academy trusts and other public sector education organisations to recruit through trusted, pre-approved suppliers.
It provides a compliant and efficient route to securing both teaching and non-teaching staff, giving you confidence that recruitment providers have met rigorous standards for quality, safeguarding and value for money. By using a GCA Framework supplier like TIB Services, educational establishments can streamline their recruitment process while remaining compliant with public procurement requirements.
Why choose a specialist estates recruitment agency?
Recruiting a caretaker or site manager is very different from recruiting teaching staff.
Our consultants and resourcers understand:
-
School estates operations
-
Compliance responsibilities
-
Legionella management
-
Fire safety
-
Site security
-
Premises maintenance
-
Health & safety requirements
-
The importance of school values, culture and ethos
This means we can assess candidates against the realities of the role - not simply match keywords on a CV.
What is changing from September?
From September, many schools and multi-academy trusts will be reviewing their recruitment purchasing processes to ensure they remain compliant with the Supply Staff Mandate and the Procurement Act 2023, internal financial regulations and procurement policies. As a result, many organisations will need to be compliant with procurement routes such as the Government Commercial Agency (GCA) Framework.
TIB Services is already well positioned to support you through these changes as an approved supplier on the GCA RM6376 Supply Teachers and Education Recruitment Services Framework. It is advised that going through the framework is beneficial for educational establishments as their recruitment partners have already been assessed against strict standards for quality, compliance, safeguarding and value for money. It removes lengthy procurement processes, helping you to recruit more quickly while remaining compliant with public sector procurement requirements.
Can I recruit school caretakers through the GCA Framework?

TIB Services is an approved supplier on the Government Commercial Agency Framework and specialises exclusively in recruiting:
-
School Caretakers
-
Site Managers
-

Is TIB Services a GCA Framework supplier?
Yes.
We are delighted that TIB Services is an approved supplier on the GCA RM6376 Supply Teachers and Education Recruitment Services Framework.
Our appointment demonstrates that we have met the framework's requirements for:
-
Financial stability

Recruitment compliance
-
Safeguarding processes

Is using a framework more expensive?
No.
Frameworks are designed to deliver value for money. Framework suppliers compete through a formal procurement process and pricing is transparent. Schools also benefit from reduced procurement costs, less administration and faster access to compliant recruitment services.
Why does this matter for educational establishments?
Recruitment procurement is becoming increasingly scrutinised.
Using an approved framework supplier can help schools and trusts:
-
Reduce procurement risk
-
Access pre-approved suppliers
-
Demonstrate value for money
-
Meet internal governance requirements
-
Reduce administration
-
Access compliant recruitment processes
Can TIB Services support multi-academy trusts?
Yes.
We have already supported more than 2,700 schools, colleges and multi-academy trusts across England, helping them recruit compliant school caretakers, site managers and estates professionals.
Our dedicated team take the time to understand your Trust’s current challenges, priorities and longer-term estates workforce requirements. Working strategically at Trust level, we provide a single point of contact and consistent recruitment approach across your schools, using management information and workforce insights to identify trends, anticipate requirements and support more effective workforce planning.
Does using TIB Services mean we don't need to run our own procurement?
Every organisation's procurement rules are different.
Some educational establishments may be able to make direct awards through the framework, while others may need to undertake a mini-competition depending on their own financial regulations and purchasing policies.
Can you help us understand the new procurement requirements?
Many schools are still assessing how the new procurement landscape affects recruitment purchasing.
Our team can explain:
- How the GCA Framework works
- The procurement options available to your organisation
- How to access compliant recruitment services
- Best practice for recruiting estates staff under the new arrangements
